Keith Kahn, CPA

Chair 2022-2023

As a Partner with Faw Casson, Keith’s primary focus areas are audits and attestation services for nonprofits, privately held corporations and employee benefit plans. Additionally, he enjoys crafting tax planning and business strategies for clients. Keith also helps lead Faw Casson’s talent management and development program. Prior to his career in public accounting Keith was a tax compliance officer (tax auditor) with the Internal Revenue Service.

Paige Rubino, CPA

Chair-Elect 2022-2023

As a Director with Horty & Horty, P.A., Paige offers her expertise in traditional accounting, audit and tax services. Working with clients in the gaming, construction, not-for-profit and governmental entity industries, Paige is dedicated to meeting (and exceeding) their needs. She is also actively involved in various recruiting and business development efforts. Paige joined the firm upon graduating from the University of Delaware in 2007.

Julie Morgan, CPA

Director 2022-2023

Julie is a Director at Whisman Giordano & Associates with over 40 years of experience. Her specialties include affordable housing tax credit partnerships, nonprofits, employee benefit plans, among others. Julie founded a bookkeeping and tax preparation service while still an undergraduate and co-founded a practice she ran for 12 years before merging with Whisman Giordano. Julie donates her time to many nonprofits, including the Better Business Bureau Serving Delaware and Habitat for Humanity. Julie has received the Delaware Theatre Company’s Stephen Daniel Foulk Award for Volunteerism, the DSCPA’s Women to Watch (Experienced Leader) Award, and the Delaware Business Times’ Women in Business honor.

Garry Quell, CPA

Director 2021-2023

Garry is recently retired from Schmittinger and Rodriguez, PA. He has been a CPA since 7/22/2010. His career has spanned from government work, banking to both retail and wholesale business. He has worked for Growmark INC, ConAgra, Franklin Financial and US Department of Agricultural. At Schmittinger and Rodriquez he has converted the pension plan to defined contribution plan, upgraded the phone and computer systems. He developed bankruptcy skills working with Agway during their bankruptcy and eventually being part of forming a new company Growmark FS. He lives with his wife, Jenny in Camden Delaware. They have four children and four grandchildren.

Judith Scarborough, CPA

Judith Scarborough is Managing Partner at Master, Sidlow & Associates.

Kelly Klepacki, CPA

Director 2022-2023

Kelly passed the CPA exam in the top 10 of the state of Florida in 1997 and relocated back to her home state of Delaware in 2001. As the tax manager at Albero, Kupferman & Associates since December 2013, her primary role has been technical compliance and tax planning with large individual tax engagements, as well as training new team members and future leaders of the firm as she played an integral role in creating and implementing procedures and manuals for tax preparation training as well as overhauling the tax division's policies and procedures for efficient tax return preparation. She enjoys overseeing many clients from their individual tax accounts to their related trust and estate issues with tax planning, compliance and innovative ideas. She also reviews many small business returns and oversees the firm's compliance with deadlines.

Evelyn Lin, CPA

Director 2022-2024

Evelyn is a Manager at Gunnip & Company, with primary focus on audits and reviews for various industries, including nonprofit organizations, governmental entities, law firms, and privately held companies. She enjoys helping clients strengthen their internal control and specializes in the audits of employee benefit plans.

Bryce Schelhaas

Director 2022-2024

As a tax manager at Belfint, Lyons & Shuman, P.A., Bryce specializes in assisting individuals, corporations and small businesses with their tax planning and compliance needs. Bryce works primarily with clients involved in medical practices, real estate, and U.S. entities with foreign ownership, but there are many client types and industries scattered in between. Bryce joined the firm in 2019 after relocating from the Midwest but has been in public accounting since graduating from Dordt University in 2014.

Dana Rubenstein

President/CEO, Delaware Society of CPAs

Dana has been CEO of the DSCPA since 1997. She was previously employed as an attorney working in New York City.
