Jennifer R. Hudson, Esq. (Jenn)

Jennifer Hudson (formerly Jennifer Noel) was appointed to serve as the Director of the Delaware Division of Revenue effective October 1, 2017. As the Director, she oversees a staff of more than 215 who are responsible for the administration, enforcement, and collection of nearly all taxes imposed by the State of Delaware, including personal and corporate income taxes, license and gross receipts taxes, alcohol and tobacco taxes, realty transfer taxes, and public accommodation taxes. Jenn also served as State Escheator from October 3 through January 1, 2018. 
Prior to being appointed to serve as the Director, Jenn served as a Deputy Attorney General with the Delaware Department of Justice since 2012, during which she primarily represented the Department of Finance, the Division of Revenue and the Division of Accounting. In this role, Jenn represented Revenue in connection with all tax cases pending before the Tax Appeal Board and Superior Court, worked with the Department of Finance on legislative issues, and assisted the Division of Accounting with interpretation of applicable tax laws. Jenn was also a Unit Head within the Department of Justice, overseeing a unit that represented various State agencies, including DelDOT, the Department of Safety and Homeland Security, the Department of Labor, and the Department of Finance. While at DOJ, Jenn was the chair of the FOIA Committee, and was instrumental in publishing the FOIA Manual and providing annual FOIA training in order to provide guidance to FOIA coordinators statewide. 
Prior to joining the Delaware Department of Justice, Jenn was with the Wilmington-based law firm Young Conaway Stargatt & Taylor LLP, where she worked for 12 years as an attorney in the Tax Department, and 4 years in a variety of other roles prior to her law school graduation. Jenn graduated from Widener University School of Law cum laude in 2000, having served as a member of the Delaware Journal of Corporate Law, and from Widener University summa cum laude in 1997. Jenn completed the Certificate in State and Local Tax at the Georgetown University Law Center in 2017 and received her LL.M. in Taxation with distinction in 2018.
